INTERNAL REGULATIONS

This regulation is subject to the Constitution of the Republic of Kazakhstan, the law of the Republic of Kazakhstan “on education”, the KSCK “Polytechnic College of Ayagoz”, which defines the basic rights and obligations of the student, the administration of the college, as well as other issues related to the activities of the student in the College.

Internal regulations are mandatory for college students to comply with.

1. General provisions

1.1. This regulation is the main normative act that defines the internal discipline of student activities at the College;

1.2. Students (those who have entered the College by order of the director) are obliged to complete all the tasks stipulated by the curricula and educational programs related to obtaining education at the appointed time;

1.3. The training procedure ensures the creation of organizational and economic conditions necessary for the high-quality performance of educational tasks, normal higher production work, through the methods of persuasion, education, as well as encouragement for conscientious work and knowledge by the college administration;

1.4. Issues related to the application of internal regulations are resolved by the college administration within the limits of the rights granted to it, and in cases specified in the current laws of the Republic of Kazakhstan or internal regulations – in coordination or jointly with the Student Parliament of the College and the students ‘ Trade Union Committee.

1.5. The internal regulations of college students and all amendments and additions to them are applied at the pedagogical Council with the participation of a representative of college students on the proposal of the administration and come into force from the moment of signing the order by the director.

1.6. The text of the internal rules of student activity is posted on the bulletin board of the College.

Basic rights of students

A college student has the following rights:

2.1. To receive education in accordance with the state mandatory standards of education of the Republic of Kazakhstan;

2.2. To receive education on an educational grant and on a contractual basis;

2.3. Receive a scholarship in the established amount (for persons studying under the state order);

2.4. Receive education in accordance with the modern level of development of Science, Technology and culture;

2.5. Be able to respect your achievements, free conscience, free thought and confidence;

2.6. Participate in the discussion and solution of important issues of the college’s activities through the public organization of students and the governing bodies of the college;

2.7. Free use of the library, information resources, educational, medical and other departments of the college;

2.8. Get the opportunity to participate in all types of cultural projects, research work, conferences, symposiums, meetings, competitions, festivals, publishing their achievements, as well as in college publishing houses, subject circles;

2.9. Participate in conferences, all competitions organized by structural divisions of the college, amateur groups, work of sports sections, competitions, Health Day and other events;

2.10. Get advice from teachers on the subjects taught, express thoughts about the quality and methods of teaching, and make suggestions for improving them;

2.11. Be awarded moral and material praise for outstanding achievements in the course of classes and for active participation in educational and social activities at the College;

2.12. Select optional courses offered by college teachers;

2.13. To be elected and elected in the body of student self-government at the College;

Main tasks of students

Responsibilities of college students:

3.1. Approved by the law of the Republic of Kazakhstan “on education”

to perform tasks;

3.2. Comply with the Charter of the College, internal regulations of student activities, comply with the decision of the pedagogical Council, orders and orders of the director, deputy directors, regulating educational, cultural, scientific processes related to their organization and conduct;

3.3. Students of all forms of college acquire theoretical knowledge and practical skills in their chosen specialty, complete all types of tasks within the approved time frame, pass all exams and tests within the approved time frame in accordance with curricula and curricula (examination session);

3.4. In accordance with state educational standards, attend training sessions and complete all types of tasks provided for in the curricula and programs within the approved time frame, timely eliminate debts;

3.5. Comply with the requirements for labor protection, safety, industrial sanitation, Occupational Health and fire safety protection in accordance with the rules and instructions provided for in this regulation, approved by the director of the College;

3.6. Storage of college property, effective use of equipment and equipment, use of resources for work on the internet only for educational and scientific and methodological purposes, maintenance of products for the use of students, saving energy, water and other resources;

3.7. Respect for human achievements and the thoughts of students and teachers, respect for the thoughts of other persons, and respect for other anti-public manifestations;

3.8. While in the academic building of the College, behave appropriately, be away from cases that harm the performance of their duties by other students, adhere to general moral and ethical standards, respect and protect the business reputation of the College;

3.9. Be disciplined and organized, maintain cleanliness and order in all educational and other places of the College, participate in educational and auxiliary cleaning activities in the institution of the academic building of the College;

3.10. Be disciplined and tidy, behave appropriately in college, on the street, in public places and at home;

Boys should have short hair and a clean shave, while girls should have their hair neatly collected;

3.11. For threats, violations and fights, the student is expelled from the number of students of the College;

In physical education classes, it is necessary to walk in sportswear approved by the administration.

3.12. To meet teachers and representatives of the administration entering the classrooms;

3.13. During the lesson, listen carefully to what the teacher says and the students ‘ answers, do not speak, do not engage in other things, perform all the teacher’s tasks, stand up with the teacher’s permission when asking or answering questions, leave or enter the classroom during the lesson only with the permission of the teacher;

3.15. In laboratories, offices of a college institution, during classes and during training and production practice, it is forbidden to use only the instruments and tools indicated by the head of the lesson, keep them carefully and observe safety precautions, take pictures, mobile phones, take pictures and video;

3.16. In case of illness and absenteeism for other reasons, contact the head of the group, the head of the group or the head of the Department. If a student does not warn the head of the department, the team leader and the team leader about absenteeism, he is considered to have been left without a reason. In case of illness, the student must provide a certificate of outpatient, medical institutions or college Medical Center in the approved form;

3.18. In each group, the head of the group is appointed from among the many well-performing, disciplined students approved by the order of the director;

3.19. The duties of the head of the group include the principles of discipline in the group, timely receipt and distribution of textbooks among the students of the group, timely delivery of the necessary documents to the head of the Department;

3.20. The head of the group is subordinate directly to the head of the group, the head of the Department, deputy directors, the representative of the Student Parliament and performs all their instructions voiced and given in the form of a letter and informs them to his group;

3.21. Admission of students to the College is carried out on Watch by presenting the student’s student card of the approved form;

It is forbidden to do the following in the college building

4.1. Speak loudly, make noise, listen to music, speak rudely, walk in corridors during classes;

4.2. Inflict or inflict bodily harm, insult each other by mistreating each other, steal other people’s property, deliberately destroy others and personal property of the College, show aggressive or hooligan behavior (acts, as well as illegal behavior;

4.3. Smoking, spitting, spraying in the institution, zone, yard, at the entrance to the educational building;

4.4. Use of alcoholic beverages, toxic or narcotic intoxicants;

4.5. Bring, distribute weapons, firearms, gas cylinders, use ammunition with all means that can lead to an explosion or fire;

4.6. Use force when resolving relationships, do things that pose a threat to others;

4.7. Use of toys and games of passion;

4.8. During extracurricular and extracurricular activities, use mobile phones that are connected, insert headphones and chew gum, charge mobile phones and other personal equipment on the college’s electrical networks;

4.9. Use bright cosmetics, wear decorative products in large quantities and long ones;

4.10. Distribution of malicious software on local college networks and internet networks;

4.11. Attach any writing materials to walls, auditorium tables and other places;

4.12. Conduct events of a political and spiritual nature in violation of the regulations in public order, use the attributes of organizations that are not registered contrary to the legislation of the Republic of Kazakhstan and promote their thoughts;

4.13. Run along the corridors and stairs, push other students, throw all sorts of buoys at each other;

4.14. Wear religious clothing, open temples and use religious attributs in college;

4.15. Come to college in sweatpants, T-shirts, Slants, wear sportswear only in physical education classes or at sports events;

4.16. It is not allowed to enter the training classroom in outerwear (coat, jacket, raincoat, hats, etc.);

4.17. Eat and drink during the lesson;

4.18. Violation of the course of classes, entering the classroom without the permission of the teacher;

4.19. Do not send actions aimed at inciting hatred, national and religious hatred, do not dishonor the National;

4.20. Release of various tools and other products of the college without the permission of the college administration;

4.21. The student must keep his academic honesty intact:

a) illegal acquisition of information or the use of a crib, copying of information in order to help oneself or others in the performance of academic work, intermediate and final certification;

(b) publish, steal, or hand over the achievements or decisions of others as the result of their own thoughts;

C) forgery or copying of documents, information (educational journals, progress books, student cards), making copies of stored information, changing and other use (as well as computer);

The main obligations of the administration

In order to ensure the educational environment, the college administration:

5.1. Ensures the organization of work of scientific and pedagogical, administrative and economic, educational and auxiliary and other services;

5.2. Ensures a healthy and safe state of Education, repaired equipment;

5.3. Carries out material and technical support within the financial instruments of the College, the educational process and equipment of the building;

5.4. Takes measures to ensure the proper methodological support of the educational process;

5.5. Students who come to classes under the influence of alcohol drugs and poisoned alcohol are not allowed;

5.6. Takes the necessary measures to prevent industrial injuries, monitors students ‘ knowledge and compliance with all requirements of safety equipment, industrial sanitation and Occupational Health, fire safety instructions;

5.7. Creates normal conditions for storing students ‘ outerwear, ensures that the building is equipped with heating, lighting, ventilation, and equipment;

5.8. Timely considers proposals to improve student services, improve the reputation of the College and its divisions;

5.9. Ensures the protection of the educational building, the safety of equipment, property, as well as the formation of the necessary order in educational and household institutions, responsibility for the protection of buildings, their fire safety and sanitary condition is assigned to the relevant officials by order of the director;

5.10. Ensures good equipment of college buildings (availability of repaired furniture, educational equipment, safety of normal temperature, lighting, etc.), equipment repair and preparation of educational facilities for the course of classes;

6. Student Parliament

6.1. The Student Parliament in its affairs is subject to the legislation of the Republic of Kazakhstan, these rules and other regulatory legal acts;

6.2. Students can join the Student Parliament of the College;

6.3. The Student Parliament is composed of persons elected in the general elections of students;

6.4. Student Parliament:

  • students, coordinates the activities of the head of the group;
  • students are invited to perform work in socially useful and relevant areas of the College on their own;
  • Provides assistance to the college administration in organizing control over the safety of material assets;
  • students increase their interest;
  • organizes cultural and Mass work.

6.5. the following issues must be duly agreed with the Student Parliament:

  • measures to apply the punishment of encouragement and discipline applied to students;
  • Plan of extracurricular activities in college;
  • and other issues, if they are reflected directly in the regulatory acts of the College;

The college administration takes measures to encourage members of Parliament to be moral and material for their successful work;

 7. training procedure, training time and its use

7.1. the academic year begins on September 1. Consists of 2 semesters and ends in accordance with the curriculum for a given educational professional program;

7.2.the educational process at the College is carried out in accordance with the curriculum and schedule of classes (from Monday to Saturday) for six days a week.

Training on weekends or holidays occurs only in some cases in accordance with the legislation of the Republic of Kazakhstan;

7.3. the schedule of classes is approved by the deputy director for Academic Affairs and practical training and posted in the approved place;

7.4. all educational and related places should be provided with peace and order for normal training sessions after the start of classes;

7.5. after the start of classes, students leave the classrooms only with the permission of the teacher;

7.6. in each academic group, a log of student progress is compiled in the established form, and every day after the start of classes, the head of the group determines the participants and absentees;

7.7.in case of absenteeism with causal circumstances, the student must notify the head of the group, the head of the group and the head of the department the next day and submit on the day of arrival a document of the established sample containing information of an justifiable nature and information about the reason for absenteeism (certificates, letters, telegrams, etc.);

7.8. absent classes are paid by the student in accordance with the schedule approved by the deputy director. Absent classes are paid by the student in the monitoring center with the teacher on duty outside the classroom;

8. praise for academic achievements 

8.1. for active participation in the educational and social, cultural and scientific life of the College, the following forms of moral and material encouragement are established for students:

a) declaration of gratitude;

B) awarding of the honorary diploma of the College;

c) other measures of encouragement;

The diploma is published by order of the director of the College, informed to all teams and stored in the student’s personal file;

 9. liability for violation of educational discipline 

9.1. for non-fulfillment, violation of the curricula specified in the Charter, internal regulations of the college, without the influence of the following procedure, the following measures are taken:

1) warning;

2) reprimand;

3) dismissal from college;

9.2. disciplinary measures are applied to students in the following cases:

a) failure to perform the tasks specified in these internal regulations once or systematically;

B) for the use of an educational institution without appointment;

C)damage to the educational institution;

D) in case of storage, distribution of narcotic substances;

E) in other cases specified in the legislation of the Republic of Kazakhstan;

F)for the student not to attend classes for no reason:

For 36 hours – a warning is announced;
For 72 hours – reprimand;
For 108 hours – expelled from college.

9.3. the application of disciplinary measures is formalized by the Order of the director of the College;

9.4.disciplinary penalties are imposed on students for cold consideration of documents (for the loss of a student card, Test book, etc.). In case of loss of the document, a copy of it is issued once during the student’s period of study at the College.The student recovers the Lost student card and test book at his own expense;

9.5.the penalty imposed on the student for violating the Charter of the College is agreed in advance with the Student Union of the College. Expulsion for academic failure and violation of academic discipline is not coordinated with the students ‘ trade union;

9.7. a disciplinary penalty, as well as expulsion, may be applied to a college student only if he receives an explanation from him in writing. The fact that the student does not provide explanations in writing does not prevent him from applying disciplinary measures. Only one disciplinary measure is applied to each riot;

A statement on each disciplinary measure is entered in the student’s personal file.

9.8.when imposing a disciplinary penalty, the created disorder and the burden of the situation are taken into account.

9.9. students may not be expelled during academic leave in case of illness (if confirmed by a document) ;

9.10. expulsion of college students at the time of their committing illegal actions is determined by the Charter of the College in accordance with the law of the Republic of Kazakhstan “on education:

-a student is expelled from College in the following cases:

-voluntary, including by illness and when transferred to another educational institution;

-if three or more unsatisfactory grades are received during the session for academic failure, if the academic debt is not repaid within the specified time;

-in case of termination of the terms of the contract, if the training is on the basis of full repayment of debts;

-For gross or repeated violation of the duties specified in the Charter of the college and this regulation;

-committed crimes that have entered into legal force by a court verdict, as well as other illegal actions that destroy the student’s title in college;

-if you have used narcotic substances that are not of medical necessity;

-a student may be expelled within a calendar month from the start of classes, if, under unexplained circumstances, he did not participate in the course of classes during the current year or during the semester of the academic year.
